Foundation phase — ECM storage units and regulatory documentation at Highland Industrial Park

Q1: Foundation & Initial Operations (May–Jul 2026)

✓ Initiate supplier discussions with MuniRem, ARCTECH, and El Dorado Engineering. ✓ Establish Arkansas LLC and complete federal registration. ✓ Launch UXO consulting services for immediate revenue. Pending: Negotiate rental/expansion of Explosives Containment Magazines (ECMs). Pending: Engage anchor customers (Aerojet/L3Harris, Lockheed, etc.) for pilot commitments. Pending: Secure land option agreement and begin treatability studies. Milestone: Company formation, ECMs secured, supplier evaluations underway, customer pilots initiated.

Early operations phase — pull-and-treat trial setup with monitoring equipment

Q2: Early Operations & Regulatory Alignment (Aug–Oct 2026)

Expand small-scale “pull-and-treat” trials across both technology tracks. Secure Letters of Intent (LOIs) from anchor customers. Begin regulatory coordination with RCRA/ATF/ADEQ. Advance funding applications and complete site due diligence. Explore strategic partnerships and joint ventures with suppliers. Milestone: Revenue-generating operations underway, LOIs secured, regulatory pathway defined.

Capital and engineering phase — reactor design schematics and investment documents

Q3: Capital Raise & Engineering Development (Nov 2026–Jan 2027)

Develop investor materials showcasing revenue traction, customer commitments, and dual-track optionality. Initiate investor outreach targeting $8–12M. Commission preliminary engineering designs with modular build approach. Finalize long-term supply agreements with reagent/system partners. Advance joint venture discussions to share capital and technical resources. Milestone: Capital commitments secured, treatability study completed, engineering plan defined.

Scale-up phase — full facility construction planning and permit application documents

Q4: Scale-Up & Full-Time Transition (Feb–May 2027)

Close financing and finalize grant funding. Submit formal permit applications using phased strategy. Hire Regulatory Director and Operations Manager. Develop detailed post-launch operational plan. Evaluate mobile/deployable treatment units for accelerated revenue. Milestone: Financing closed, permits filed, construction readiness achieved, technology track finalized.
